Social understandings of substance use are evolving.
The toxic drug crisis continues to tragically impact families and communities; alcohol remains embedded in culture; youth vaping challenges school officials; psychedelics hold promise for mental wellness.
Together, these trends are shifting the landscape of education, health systems and public policy.
At the forefront of these conversations is Kenneth Tupper. An Adjunct Professor at the University of Victoria’s School of Child and Youth Care, Kenneth brings over two decades of leadership in public health, education, and policy innovation. His work bridges research and practice to help organizations design evidence-informed strategies for complex social issues, including substance use and emerging therapeutic frontiers.
“Substances that affect consciousness have always been part of human culture,” says Dr. Tupper. “My focus is on how sound policy, education, and governance can guide their integration into society in ways that promote health, learning, and collective well-being.”
Through consulting, facilitation, and strategic advising, Kenneth supports governments, Indigenous organizations, NGOs, and private-sector partners in aligning diverse interests, managing uncertainty, and building shared frameworks for decision-making.
